Chief Commissioner, Geoff Roberts AM, said Ms Mildwater, currently Deputy Secretary, Greater Sydney, at Transport for NSW, would join the Commission in an ongoing capacity in January 2021, concluding a formal public recruitment process.
"Elizabeth brings great strategic thinking and knowledge of Greater Sydney, with a deep understanding of how our metropolis moves, its growth and how infrastructure and growth must be coordinated.
"Elizabeth is well-known to many of us at the Commission through her work at Transport, where she focused on integrated transport services for Greater Sydney, encouragement of public transport, walking and cycling, zero emission buses and keeping people moving during COVID," Mr Roberts said.
"She also was a key partner with the Commission in establishing the Greater Sydney Women's Safety Charter and prior to Transport she led the Australian Programs for Save the Children Australia, improving the lives of the country's most marginalised children and young people" he said.
"Elizabeth's appointment is another major step in the Commission's evolution through the stages of plan-making, implementation and now setting new priorities that will underpin the imminent review of the Greater Sydney Region Plan," the Chief Commissioner said.
"In the past three months we also have recruited new Economic and Environment Commissioners and been tasked by the Premier to lead the accelerated delivery of four key economic and innovation precincts across Greater Sydney and coordinate a business and jobs strategy for the Central Coast.
Ms Mildwater said today, "Having worked around the world, and returning to Sydney in 2016, I appreciate better just how great Sydney is and how much greater still it can be. I look forward to being a part of Greater Sydney's future planning and success."

Secretary of the Department of Premier and Cabinet, Tim Reardon, welcomed Ms Mildwater to her new role.
"I have worked with Elizabeth on my leadership team in a previous role and I am very pleased that she will bring both her great knowledge of our city and her leadership skills to the Commission and the Department of Premier and Cabinet more broadly," Mr Reardon said.

Ms Mildwater joins the Commission after four years at Transport for NSW as Deputy Secretary Greater Sydney, and previously Deputy Secretary People and Corporate Services, Deputy Secretary Customer Technology and Services.
Before that she was Director of Australian Programs for Save the Children Australia, Group General Manager, Victoria for Transurban Group and held legal counsel roles with several energy industry corporations
